Beverly Hills Gets New CFO

Don Rhoads, a municipal finance veteran, pledges to "stretch the taxpayer's dollar" as director of the city's administrative services.

Don Rhoads has been named the new chief financial officer and director of Administrative Services for Beverly Hills, succeeding Scott Miller, who retired in 2012.

“We are delighted that Don has agreed to become our new CFO," Beverly Hills City Manager Jeff Kolin said in a statement. "He is a seasoned municipal finance veteran with a tremendous record of accomplishment throughout his career. Don has been an innovative and creative manager whose ideas will help guide Administrative Services Department as we move forward.”

Rhoads, who will start work in City Hall at the end of April, has 27 years experience in public and municipal accounting in both the private and government sector.

He most recently served as finance director for the city of Monterey, CA, for 13 years. Prior to that, Rhoads was Monterey’s financial services manager. He also served as the assistant finance director in Porterville, CA.

His private-sector positions include senior accountant for Dennis Hylton & Company, and staff accountant in the auditing division of Grant Thornton International, Ltd.

Rhoads has played an active role in statewide professional organizations, including serving as president of the League of California Cities Fiscal Officers Department and as a board member for the California Society of Municipal Finance Officers.

Besides serving on numerous professional committees related to career development, technology and financial reporting, Rhoads has won multiple awards for financial reporting from the Government Finance Officers Association.

“My focus will be on ensuring that Administrative Services customers continue to receive excellent customer service, that we always look for the best value solution in order to stretch the taxpayer’s dollar, and that there continues to be the highest level of clarity, transparency and integrity in the city’s financial reporting,” Rhoads said.

Rhoads has been married to his wife, Lori, for 28 years. Their two sons and one daughter are in college in California, Arizona and Colorado.
