The Inland Empire Civil War Round Table will host a virtual program at 6:15 p.m. (PDT)&nbsp;Thursday, April 18 with Mark A. Graber, Ph.D., JD -- one of the country's leading scholars on constitutional law and politics. He will discuss "Constitutional Issues during the Civil War Era."
The free program will touch on Dred Scott, habeas corpus, the Confederate Constitution and secession. The Zoom link, which will open at 6 (PDT) Thursday night, is at: <a href="https://www.inlandempirecwrt.org/" rel="nofollow" target="_blank">inlandempirecwrt.org</a>. 
Graber (shown above) is the Regents Professor at the University of Maryland Francis King Carey School of Law in Baltimore. He is the author of "Punish Treason, Reward Loyalty: The Forgotten Goals of Constitutional Reform after the Civil War" (University Press of Kansas, 2023); "A New Introduction to American Constitutionalism" (Oxford 2013); and "Dred Scott and the Problem of Constitutional Evil" (Cambridge, 2006).
Graber also has written more than 100 published articles and is the co-editor of books on Constitutional law, theory, development and history. 
He earned a Bachelor of Arts degree from Dartmouth College in 1978; a master's and a Doctor of Philosophy, both from Yale University; and a law degree from Columbia University Law School.
Program moderator will be Round Table board member Gordon L. Gidlund, JD, of San Diego, who taught federal tax procedure for 17 years as an adjunct professor at the University of San Diego School of Law. Gidlund, who earned his law degree cum laude from the University of Minnesota, worked for 35 years with the IRS Office of Chief Counsel.
